The Western Contra Costa Transit Authority (“WestCAT”) is headquartered in Pinole, CA and was formed in 1977 under the provisions of the California Joint Exercise of Powers Act, Government Code Sections 6500 et. seq. It represents the cities of Pinole, Hercules, and the unincorporated communities of Montalvin Manor, Bayview, Tara Hills, Rodeo, Crockett and Port Costa. WestCAT is governed by a seven-member Board of Directors composed of two elected officials from each city’s City Council and three members appointed by the Contra Costa County Board of Supervisors. WestCAT is responsible for provision of public transit service within an approximately 20 square mile service area.
WestCAT's' service area is located on the Interstate 80 corridor approximately 20 miles northeast of San Francisco. It is primarily a suburban residential area with several shopping centers and limited commercial/industrial development. Current population of the area is approximately 67,000 people.
WestCAT operates local and express fixed route bus service, Transbay bus service to San Francisco (Lynx), and paratransit service (Dial-A-Ride) for seniors and persons with disabilities. The Dial-A-Ride is currently offered beyond ADA required service levels to include anyone 65 years of age or older, regardless of ADA eligibility status.
