Important WestCAT Title VI Information


What is Title VI?

WestCAT is committed to ensuring that no person is excluded from participation in, or denied the benefits of its services on the basis of race, color or national origin as protected by Title VI of the Civil Rights Act of 1964, as amended (*Title VI*).


How to File a Title VI Complaint

WestCAT is committed to ensuring that no person is excluded from participation in, or denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance on the grounds of race, color or national origin as protected by Title VI of the Civil Rights Act of 1964 as amended (*Title VI*). If you feel that you have been subjected to discrimination on the grounds of your race, color or national origin under Title VI, you may file a written complaint with:

  1. All complaints should include the following information: Name, address, and telephone number of the complainant.
  2. The basis of the complaint; (e.g., race, color or national origin).
  3. The date(s) on which the alleged discriminatory event occurred.
  4. The nature of the incident that led the complainant to feel discrimination was a factor.
  5. Names, addresses and telephone numbers of persons who may have knowledge of the event.
  6. Other agencies or courts where complaint may have been filed and a contact name.

Verbal complaints will be accepted and transcribed by the Title VI Coordinator. To make a verbal complaint, call (510) 724-3331 and ask for the Title VI Coordinator.

You also have the right to file a complaint with an external entity such as the Department of Transportation (DOT), a federal or state agency, or a federal or state court.

Should a complaint be filed with WCCTA and an external entity simultaneously, the external complaint shall supersede the WCCTA complaint and WCCTA's complaint procedures will be suspended pending the external entity's findings.
